This paper introduces the coherent network primary reference time clock (cnPRTC) a topic recently taken up by Q13/SG15, the synchronization expert group at the ITU-T. The coherent network PRTC connects primary reference clocks at the highest core or regional network level. This provides the ability to maintain network-wide ePRTC time accuracy, even during periods of regional or network-wide GNSS loss. Central to the cnPRTC is the ensembling function, comprised of (1) an agreement algorithm, (2) a timescale algorithm, and (3) a coordination function, which will be the focus of this paper
